1. Anyone who, through illegal or unauthorized acts, provokes or gives cause for a declaration of war against Spain by another power, or exposes Spaniards to harassment or reprisals against their persons or property, shall be punished with imprisonment for eight to fifteen years if they are an authority or official, and for four to eight years if they are not.
2. If war is not declared and the harassment or reprisals do not take place, the next lower penalty shall be imposed.
