1. Anyone who, by any means, publicly disseminates messages or slogans that are intended to, or by their content are likely to, incite others to commit any of the offenses in this Chapter shall be punished with a penalty one or two degrees lower than that prescribed for the offense in question.
2. The same penalty shall be imposed on anyone who, publicly or before a group of people, incites others to commit any of the offenses in this Chapter, as well as on anyone who solicits another person to commit them.
3. Other acts of incitement, conspiracy, and solicitation to commit any of the offenses regulated in this Chapter shall also be punished with a penalty one or two degrees lower than that corresponding to the respective acts provided for in this Chapter.
4. In the cases provided for in this provision, judges or courts may adopt the measures established in paragraphs 4 and 5 of the preceding article.
