1. Those who promote, establish, organize, or lead a terrorist organization or group shall be punished with imprisonment for eight to fifteen years and absolute disqualification from holding public office for the duration of their sentence.
2. Those who actively participate in or are members of such an organization or group shall be punished with imprisonment for six to twelve years and absolute disqualification from holding public office for the duration of their sentence.
