1. Those who, acting in a group and with the aim of disturbing public peace, commit acts of violence or intimidation shall be punished with imprisonment for a term of six months to three years:
a) against persons or property; or
b) by obstructing public roads, endangering the life or health of persons; or
c) by invading facilities or buildings, seriously disrupting the effective operation of essential services in those places.
2. The acts described in the preceding paragraph shall be punished with imprisonment for a term of three to five years and special disqualification from public employment or office for the same period when committed by a crowd whose number, organization, and purpose are capable of seriously affecting public order. If the perpetrators hold positions of authority, the disqualification shall be absolute for a term of six to eight years.
3. The penalties in the preceding paragraphs shall be increased by half for those participants who carry dangerous instruments or who carry out acts of looting. These penalties will be increased when firearms are carried.
4. Incitement, conspiracy, and solicitation to commit the acts described in sections 2 and 3 of this article will be punished with penalties one or two degrees lower than those respectively prescribed.
5. Anyone who, in a crowded place, causes a stampede, crush, or other similar reaction among the public that endangers the life or health of individuals will be punished with imprisonment for six months to two years.
6. The penalties specified in this article will be imposed without prejudice to any penalties that may apply to specific acts of injury, threats, coercion, or damage that may have been committed.
