Any public authority or official who dissolves or suspends the activities of a legally constituted association without prior judicial resolution, or who prevents it from holding its sessions without legitimate cause, shall be punished with the penalty of special disqualification from employment or public office for eight to twelve years and a fine of six to twelve months.
