Any authority or public official who prevents or obstructs the right of a detainee or prisoner to legal assistance, procures or encourages the detainee or prisoner to waive such assistance, or fails to inform the detainee or prisoner immediately and in a manner that is understandable to them of their rights and the reasons for their detention, shall be punished with a fine of four to ten months and special disqualification from public employment or office for two to four years.
