Any public authority or official who, in the context of a crime, orders, carries out or prolongs any deprivation of liberty of a detainee, prisoner or sentenced person, in violation of the time limits or other constitutional or legal guarantees, shall be punished with the penalty of special disqualification from employment or public office for a period of four to eight years.
