In the cases provided for in points 1 and 3 to 6 of Article 515 (*), the following penalties shall be imposed:
1. For the founders, directors, and presidents of the associations, imprisonment for two to four years, a fine of twelve to twenty-four months, and special disqualification from public employment or office for a period of six to twelve years.
2. For active members, imprisonment for one to three years and a fine of twelve to twenty-four months.
