The Judge or Magistrate, the authority or the public official who, legally required to recuse himself, continues to proceed without waiting for the corresponding jurisdictional conflict to be decided, except in the cases permitted by Law, shall be punished with a fine of three to ten months and special disqualification from employment or public office for a period of six months to one year.
