1. Those who, without being members of the local corporation, seriously disrupt the order of its plenary sessions by preventing access to them, the carrying out of the planned agenda, the adoption of resolutions, or by causing disturbances with the aim of demonstrating support for terrorist organizations or groups, shall be subject to imprisonment for a term of six months to one year.
2. Those who, taking advantage of the existence of terrorist organizations or groups, slander, insult, coerce, or threaten members of local corporations shall be punished with the next higher penalty than that corresponding to the crime committed.
