The following shall be punishable by imprisonment for two to four years:
1. Those who violently or by intimidation invade the premises where the Council of Ministers or a Regional Government Council is convened.
2. Those who restrict or by any means obstruct the freedom of the Government meeting in Council or of the members of a Regional Government meeting in Council, unless the acts constitute a more serious crime.
