1. Those who, without publicly rising up, carrying weapons or other dangerous instruments, attempt to enter the premises of the Congress of Deputies, the Senate, or the Legislative Assembly of an Autonomous Community, in order to submit petitions to them in person or collectively, shall be punished with imprisonment for three to five years.
2. The penalty provided for in the preceding paragraph shall be applied in its upper half to those who promote, lead, or preside over the group.
