Those who promote, lead or preside over demonstrations or other types of meetings in front of the headquarters of the Congress of Deputies, the Senate or a Legislative Assembly of an Autonomous Community, when they are meeting, altering their normal functioning, will incur a prison sentence of six months to one year or a fine of twelve to twenty-four months.
