Those who, upon the vacancy of the Crown or the incapacity of its holder to exercise his authority, prevent the Cortes Generales from meeting to appoint the Regency or the guardian of the minor holder, shall be punished with a prison sentence of ten to fifteen years and absolute disqualification for a period of ten to fifteen years, without prejudice to the penalty that may correspond to them for the commission of other more serious offenses.
