1. Anyone implicated in the crime of rebellion who reveals it in time to prevent its consequences shall be exempt from punishment.
2. Those merely carrying out the act who lay down their arms before using them, submitting to the legitimate authorities, shall be subject to a lesser prison sentence. The same sentence shall be imposed if the rebels disband or submit to the legitimate authority before or as a consequence of being ordered to do so.
