Once a rebellion has broken out, the governing authority will order the rebels to immediately disperse and withdraw. If the rebels do not cease their actions immediately after being ordered to do so, the authority will use whatever force is at its disposal to disperse them. An order to disperse will not be necessary once the rebels have opened fire.
