1. Any member of the military who fails to use all means at their disposal to suppress rebellion within their command shall be punished with imprisonment for two to five years and absolute disqualification from public office for six to ten years.
2. Any member of the military who, having knowledge that a crime of rebellion is being committed, fails to immediately report it to their superiors or to the authorities or officials who, by reason of their position, have the obligation to prosecute the crime, shall be punished with the same penalties provided in the preceding paragraph, reduced by half.
