1. Those who, inciting the rebels, have promoted or supported the rebellion, and the main leaders thereof, shall be punished with imprisonment for fifteen to twenty-five years and absolute disqualification for the same time; those who exercise a subordinate command, with imprisonment for ten to fifteen years and absolute disqualification for ten to fifteen years, and mere participants, with imprisonment for five to ten years and special disqualification for employment or public office for a time of six to ten years.
2. If weapons have been used, or if there has been combat between the force under his command and sectors loyal to the legitimate authority, or if the rebellion has caused havoc on public or private property, cut off telegraphic, telephone, radio, railway or other communications, exercised serious violence against persons, demanded contributions or diverted public funds from their legitimate investment, the prison sentences will be, respectively, from twenty-five to thirty years for the first, from fifteen to twenty-five years for the second and from ten to fifteen years for the last.
