Any public authority or official who directly or indirectly demands fees, tariffs, or charges that are not due or in an amount greater than that legally established, shall be punished, without prejudice to any reimbursements to which he or she may be obliged, with fines of six to twenty-four months and suspension from employment or public office for a period of six months to four years.
