Any public authority or official who, without being included in the previous articles, gives the public assets he administers a public application different from that to which they were intended, shall incur the penalties of imprisonment for one to four years and special disqualification from employment or public office for two to six years, if serious damage or hindrance results to the service to which he was assigned, and disqualification from employment or public office for one to three years and a fine of three to twelve months, if no such damage or hindrance results.
