The provisions of the preceding articles shall also apply when the conduct described is carried out by or affects:
a) Any person holding a legislative, administrative, or judicial office or employment in a Member State of the European Union or any other foreign country, whether appointed or elected.
b) Any person performing a public function for a Member State of the European Union or any other foreign country, including a public body or a state-owned enterprise, for the European Union or for another public international organization.
c) Any official or agent of the European Union or of a public international organization.
d) Any person assigned to and performing a public service function consisting of managing, in Member States or in third countries, the financial interests of the European Union or taking decisions concerning those interests.
