Any individual who uses for themselves or a third party a secret or privileged information obtained from a public official or authority shall be punished with a fine of one to three times the benefit obtained or facilitated, and the loss of eligibility for public subsidies or aid and the right to enjoy tax or social security benefits or incentives for a period of one to three years. If serious harm results to the public interest or to a third party, the penalty shall be imprisonment for one to six years and the loss of eligibility for public subsidies or aid and the right to enjoy tax or social security benefits or incentives for a period of six to ten years.
