Any public official or authority who knowingly removes, destroys, renders unusable or conceals, in whole or in part, documents whose custody is entrusted to him by reason of his position, shall incur the penalties of imprisonment for one to four years, a fine of seven to twenty-four months, and special disqualification from employment or public office for a period of three to six years.
