Any public authority or official who, having suspended the execution of orders from their superiors for any reason other than that expressed in the second paragraph of the previous article, disobeys them after the latter have disapproved of the suspension, shall incur the penalties of a fine of twelve to twenty-four months, and special disqualification from public employment or office for a period of one to three years.
