1. Public authorities or officials who openly refuse to duly comply with judicial resolutions, decisions, or orders from a superior authority, issued within the scope of their respective competence and in accordance with legal formalities, shall be subject to a fine of three to twelve months and special disqualification from public employment or office for a period of six months to two years.

2. Notwithstanding the provisions of the preceding paragraph, authorities or officials shall not incur criminal liability for failing to comply with a mandate that constitutes a manifest, clear, and unequivocal violation of a provision of law or any other general regulation.
