Public officials or authorities who promote, direct, or organize the collective and manifestly illegal abandonment of a public service shall be punished with a fine of eight to twelve months and suspension from employment or public office for a period of six months to two years.
Public officials or authorities who merely participate in the collective or manifestly illegal abandonment of an essential public service, causing serious harm to that service or to the community, shall be punished with a fine of eight to twelve months.
