1. Any public official or authority in charge of telecommunications services who fabricates or falsifies a telegram or other document pertaining to said services shall be subject to imprisonment for six months to three years and special disqualification from holding public office for a period of two to six years.
2. Anyone who, knowing it to be false, uses a false document to harm another shall be punished with a penalty one degree lower than that prescribed for the falsifiers.
