Anyone who, without being duly authorized, manufactures substances harmful to health or chemical products that may cause havoc, or dispatches or supplies them, or trades in them, shall be punished with a prison sentence of six months to three years and a fine of six to twelve months, and special disqualification from profession or industry for a period of six months to two years.
