1. Anyone who sets fire to mountains or forests without the fire spreading shall be punished with imprisonment for six months to one year and a fine of six to twelve months.
2. The conduct described in the preceding paragraph shall be exempt from punishment if the fire does not spread due to the voluntary and conscious actions of the perpetrator.
