1. Any public official or authority who knowingly issues a favorable report for the granting of manifestly illegal licenses authorizing the operation of the polluting industries or activities referred to in the preceding articles, or who, during inspections, fails to report violations of laws or general regulations governing such activities, or who omits to carry out mandatory inspections, shall be punished with the penalty established in Article 404 of this Code and, in addition, with imprisonment for six months to three years and a fine of eight to twenty-four months.

2. The same penalties shall be imposed on any public official or authority who, individually or as a member of a collegial body, resolves or votes in favor of granting such licenses, knowing them to be unjust.
