1. Any public official or authority who, knowingly and unjustly, has issued a favorable report on planning instruments, urbanization projects, land division, land readjustment, construction or building projects, or the granting of licenses contrary to current territorial or urban planning regulations, or who, during inspections, has failed to report violations of said regulations or has omitted to carry out mandatory inspections, shall be punished with the penalty established in Article 404 of this Code and, in addition, with imprisonment for a term of one year and six months to four years and a fine of twelve to twenty-four months.
2. The same penalties shall be imposed on any public official or authority who, individually or as a member of a collegiate body, has resolved or voted in favor of the approval of planning instruments, urbanization projects, land division, land readjustment, construction or building projects, or the granting of the licenses referred to in the preceding paragraph, knowingly and unjustly.
