1. Those who, through deception or abuse of a situation of need, prevent or limit the exercise of freedom of association or the right to strike shall be punished with imprisonment for six months to two years or a fine of six to twelve months.
2. If the conduct described in the preceding paragraph is carried out with coercion, it shall be punished with imprisonment for one year and nine months to three years or with a fine of eighteen to twenty-four months.
