1. Anyone who authorizes a marriage in which there is a known or reported ground for annulment shall be punished with imprisonment for six months to two years and special disqualification from public employment or office for two to six years.
2. If the ground for annulment is dispensable, the penalty shall be suspension from public employment or office for six months to two years.
