1. Anyone who fails to assist a person who is helpless and in clear and serious danger, when they could do so without risk to themselves or others, shall be punished with a fine of three to twelve months.

2. The same penalties shall apply to anyone who, being unable to provide assistance, fails to urgently request help from others.

3. If the victim is injured in an accident caused unintentionally by the person who failed to provide assistance, the penalty shall be imprisonment for six to eighteen months; if the accident is due to negligence, the penalty shall be imprisonment for six months to four years.
