1. If threats of harm constituting a crime are directed at intimidating the inhabitants of a town, ethnic, cultural, or religious group, social or professional group, or any other group of people, and are serious enough to achieve this, the penalties shall be one degree higher than those provided for in the preceding article.
2. Those who, with the same purpose and seriousness, publicly call for the commission of violent acts by terrorist organizations or groups shall be punished with imprisonment for six months to two years.
