1. The use of genetic engineering to produce biological weapons or weapons that exterminate the human species shall be punished with imprisonment for three to seven years and special disqualification from holding public office or employment, or practicing any profession or trade, for a period of seven to ten years.
2. Those who fertilize human ova for any purpose other than human procreation shall be punished with imprisonment for one to five years and special disqualification from holding public office or employment, or practicing any profession or trade, for a period of six to ten years.
3. The creation of identical human beings by cloning or other procedures aimed at racial selection shall be punished with the same penalty.
