Anyone who, by any means or procedure, causes an injury or illness in a fetus that seriously impairs its normal development, or causes a serious physical or mental disability in it, shall be punished with a prison sentence of one to four years and special disqualification from practicing any health profession, or from providing services of any kind in public or private gynecological clinics, establishments or offices, for a period of two to eight years.
