The distribution or public dissemination via the internet, telephone, or any other information or communication technology of content specifically intended to promote, encourage, or incite self-harm by minors or persons with disabilities in need of special protection shall be punishable by imprisonment for a term of six months to three years.
The judicial authorities shall order the adoption of the necessary measures for the removal of the content referred to in the preceding paragraph, for the interruption of services that predominantly offer such content, or for the blocking of such services when they are based abroad.
