The following shall not be considered penalties:
1. Detention, pretrial detention, and other precautionary measures of a criminal nature.
2. Fines and other corrective measures imposed on subordinates or those subject to administration in the exercise of governmental or disciplinary powers.
3. Deprivation of rights and compensatory sanctions established by civil or administrative laws.
