1. Conspiracy exists when two or more persons agree to commit a crime and resolve to carry it out.
2. Solicitation exists when someone who has resolved to commit a crime invites one or more other persons to participate in it.
3. Conspiracy and solicitation to commit a crime shall only be punished in the cases specifically provided for by law.
